The Green Paper on Partnership for a new organisation of work.
The Commission adopted on the 16 April 1997 a Green Paper on Partnership for a new organisation of work. The focus of the Green Paper is how work can be organised to improve employment, competitiveness, the will and ability of management and workers to take initiatives, quality of goods and services, production processes and consumer relations. The aim of the Green Paper is to raise awareness and stimulate a European debate on new forms of organisation of work, in order to identify the policy challenges and to explore how a new partnership can be developed.
Telework is among the new forms of work organisation that the Green Paper addresses. It raises questions about what measures are necessary to facilitate the development of telework, whether the existing rules are appropriate and what the respective roles of the different actors are. The Green Paper lists 18 major issues concerning telework practises which have been identified through research and analyses undertaken by the Commission.
The Green Paper includes questions to the social partners, Member States authorities and European institutions. It invites to discussion at local; national and European level, and also welcome comments from individuals and institutions, from practitioners and researchers and from NGOs. Written comments should be sent by 30 November 1997 to the European Commission1.
As an input to the debate on the issues raised by the Green Paper it is planned to have an update of the debate available by the European Telework Week. The September edition of the Newsletter will have more information about this.
